NLC mourns as General Secretary Emmanuel Ugboaja passes away

The General Secretary of the Nigeria Labour Congress (NLC), Emmanuel Ugboaja, is dead.

Ugboaja, who was the fifth General Secretary of the NLC, reportedly died after a protracted illness.

Details surrounding his death remained sketchy as of the time of filing this report.

However, Very Nigerian gathered that NLC President, Joe Ajaero, read a letter from the late General Secretary’s family to members of the Congress National Executive Council (NEC).

The NEC members are currently holding a meeting in Enugu, Enugu State, where the news of Ugboaja’s death was formally communicated to them.

The late General Secretary was a veteran trade unionist and lawyer who was appointed NLC General Secretary in August 2019.

Ugboaja was born on May 15, 1966, and obtained a law degree from the University of Calabar in 1987. After spending about four years in private legal practice, he entered the trade union movement in 1993.

The NLC’s historical biography describes him as the first Nigerian lawyer to work full-time for a trade union.

His first major union position was with the National Union of Chemical, Footwear, Rubber, Leather and Non-Metallic Products Employees, NUCFRLANMPE, an NLC affiliate. He rose through the organisation and served as its General Secretary from 2000 to 2005.

Civil-Society and Political Experience

Ugboaja’s career was not confined to conventional trade unionism.

From 2006 to 2009, he served as Coordinator, Advocacy and Mobilisation, at the Alliance for Credible Elections, a civil-society organisation focused on electoral issues.

He subsequently joined the NLC Secretariat in 2009.

The late General Secretary also participated in two important constitutional and political reform processes. In 2005, he was a delegate to the Political/Constitutional Reform Conference convened under President Olusegun Obasanjo.

In 2014, he served as a delegate to the Constitution Review Conference under President Goodluck Jonathan.

Rise to NLC General Secretary

Before becoming General Secretary, Ugboaja was a Principal Assistant General Secretary and Head of Industrial Relations and Organising at the NLC.

In 2019, he emerged from a competitive selection process to replace the retiring General Secretary, Peter Ozo-Eson.

The NLC National Executive Council ratified his appointment at its meeting in Kano on August 21, 2019, with the appointment taking effect immediately.

He became the fifth General Secretary of the NLC since its establishment in 1978.

Role and Influence

The General Secretary is effectively the administrative and strategic engine room of the NLC. While the President is the principal political face of the Congress, the General Secretary is deeply involved in coordinating affiliates, managing industrial relations, negotiating with government and employers, formulating policy, mobilising workers and implementing NLC decisions.

Ugboaja’s industrial-relations background was particularly evident in major labour-government negotiations.

In his first major test after becoming General Secretary in 2019, he was involved in negotiations over the implementation of the N30,000 national minimum wage. Organised labour threatened industrial action before an agreement was eventually reached.

More recently, he remained a prominent negotiator and spokesperson for the NLC.

In April 2026, he signed an NLC directive calling on workers in states that had not fully implemented the 2024 National Minimum Wage Act to hold street rallies on May Day. The directive illustrated his continuing role in translating NLC policy into nationwide mobilisation.

Emmanuel Ugboaja was not simply an NLC administrator.

He was a career labour activist with a legal background, extensive union experience, civil-society credentials and a record of participation in national policy negotiations.

His trajectory — from private legal practice to an affiliate union, civil-society advocacy, senior NLC management and ultimately the position of General Secretary — made him one of the more experienced figures in contemporary Nigerian organised labour.
