2027: INEC bars proxy collection of newly printed PVCs in Oyo

The Independent National Electoral Commission (INEC) has announced that collection of newly printed Permanent Voter Cards (PVCs) in Oyo State will be strictly personal, with voters required to appear in person to collect their cards.

The Resident Electoral Commissioner (REC) in the state, Professor Adeniran Tella, disclosed this in a statement made available to journalists on Tuesday.

Tella said the collection of the newly printed PVCs would commence on Friday, October 9, 2026, ahead of the 2027 general elections.

He stressed that PVCs would not be released through proxy collection, meaning registered voters must personally appear at the designated collection centres to receive their cards.

The commission urged eligible voters in Oyo State who are expecting newly printed PVCs to take note of the collection arrangements and ensure they comply with the guidelines.

He however insisted that nobody will be allowed to collect the PVCs on behalf of another person.

According to him, the collection will take place in all the 33 INEC local government area offices in the state.

The REC enjoined members of the public and stakeholders in the electoral system to cooperate with the commission.

Tella also revealed that a lot of uncollected PVCs are still in the custody of the commission.

He concluded by advising the owners to use the window period to collect them.

“INEC Oyo State, is to commence the distribution of newly printed Permanent Voters’ Cards (PVCs) across all the 33 INEC Local Government Area Offices in the State as from Friday, 9th October 2026 ahead of the forthcoming general elections.

“The collection of these PVCs would be strictly personal and not by proxy. The commission has made adequate arrangement to ensure that the exercise remained transparent, orderly and peaceful in collaboration with security agents across the State.

“The commission still have quite a number uncollected old PVCs in the last held 2023 general election in the state,” he said.
