President Bola Ahmed Tinubu has announced that the Federal Government has removed universities from the requirement to obtain recruitment waivers and is taking steps to withdraw them from the Integrated Personnel and Payroll Information System (IPPIS) to strengthen institutional autonomy and improve efficiency in the university system.

Tinubu made this known during the maiden convocation ceremony of the Federal University of Health Sciences, Azare (FUHSA), in Bauchi State, held at the weekend.

The President, who was represented by the Executive Secretary of the Tertiary Education Trust Fund (TETFund), Architect Sunny Echono, said the reforms would give universities greater flexibility in recruiting staff and managing their affairs.

Under the new arrangement, the Federal Ministry of Education and university governing councils are expected to play their respective roles in staff recruitment without universities having to seek waivers from the Office of the Head of the Civil Service of the Federation.

Tinubu also disclosed that the government was taking steps to exit universities from IPPIS and develop a payroll system better suited to the peculiarities of the university system.

“We are also reforming the way our universities operate. As part of our commitment to greater institutional efficiency and autonomy, the Federal Government has removed universities from the requirement to obtain recruitment waivers,” the President said.

He explained that the objective was to build a university system capable of attracting and retaining the talent required to advance teaching, research, innovation and national development.

Tinubu reaffirmed his administration’s commitment to creating an enabling environment for staff development, improved welfare and professional growth, while promoting merit, productivity and excellence.

He noted that lecturers, researchers and administrators remained central to the success of the nation’s education system.

The President also stressed the importance of ensuring that schools and universities remained safe environments for learning, teaching and research.

He said the Federal Government was strengthening the security of educational institutions through the Safe School Initiative and other measures aimed at protecting students, teachers and members of academic communities.

According to him, a secure and conducive learning environment goes beyond security concerns, as it is essential to educational excellence, human capital development and the country’s sustainable growth.

Tinubu urged universities to take advantage of the reforms to strengthen their institutions, improve performance and build a more competitive higher education system.
