BREAKING: FA hands Chelsea £10m fine over 74 rule breaches

Chelsea have been fined £10 million and handed a suspended two-window registration ban after admitting to multiple breaches of the Football Association’s rules governing football agents, intermediaries and third-party ownership of players.

According to football transfer expert Fabrizio Romano, the sanctions were confirmed by the Football Association in a statement released on Friday.

The FA said the punishment followed 74 breaches of Rule E1.2, with the violations being voluntarily disclosed by Chelsea’s current owners after they completed the club’s takeover.

The governing body noted that the club’s cooperation during the investigation was taken into account before imposing the sanctions.

The suspended two-window registration ban will only take effect if Chelsea commits similar breaches within the specified probation period.

The FA said, “A financial sanction of £10 million and a suspended two-window registration ban have been imposed on Chelsea FC for breaches of The Football Association Football Agent Regulations, Regulations on Working with Intermediaries and Third Party Investment in Players Regulations.”

It added that Chelsea admitted to the 74 breaches before an independent Regulatory Commission, while investigations into the conduct of individuals connected to the case are continuing.

“The FA charged Chelsea FC with 74 breaches of FA Rule E1.2 after its current ownership self-reported misconduct upon its purchase of the club. The FA is continuing to investigate individual misconduct arising out of this case,” the statement read.

According to the FA, the independent Regulatory Commission initially imposed a six-point deduction, suspended until June 30, 2027, alongside the £10 million fine.

However, Chelsea appealed the suspended points deduction, and an independent Appeal Board overturned that sanction following a further hearing.

The FA explained: “The club appealed against the suspended points deduction and an independent Appeal Board allowed the appeal and set aside this sanction following a further hearing. In its place, the Appeal Board imposed a registration ban for two complete and consecutive transfer windows, which is suspended until 30 June 2027.”

The governing body noted that the financial penalty was not challenged by the club and would be used to support football development.

“The £10 million fine imposed by the Regulatory Commission was not subject to appeal and the full amount will be invested into grassroots football,” the FA said.

The sanctions relate to breaches of the FA’s Football Agent Regulations, Regulations on Working with Intermediaries and Third Party Investment in Players Regulations that occurred before Chelsea’s current ownership took control but were later disclosed by the new owners.
