Leaked DSS memo warns of planned Boko Haram attacks, kidnappings in Adamawa, Borno

A leaked intelligence memo from the Department of State Services (DSS) has warned of an alleged planned Boko Haram attack and kidnapping operation targeting parts of Adamawa and Borno states following the reported collapse of a ceasefire arrangement with the two state governments.

The intelligence communication, dated July 27, 2026, was addressed to the Commander of the 23 Armoured Brigade of the Nigerian Army in Yola, Adamawa State.

The document, referenced 0.211/3827, was signed on behalf of the Adamawa State Director of Security by Ben Osifor.

According to the memo, intelligence available to the DSS indicates that Boko Haram terrorists are planning coordinated attacks in Michika Local Government Area of Adamawa State and Askira Uba Local Government Area of Borno State.

The memo stated:

“Intelligence has revealed plans by Boko Haram terrorists to carry out major operations around Michika LGA and Askira Uba LGA in Adamawa and Borno states, respectively, to register the collapse of the ceasefire agreement with the state governments.”

The DSS further warned that the insurgents intend to abduct senior government officials, councillors, traditional rulers, religious leaders and residents during the planned attacks.

“The terrorists planned to abduct high government officials, councillors, district heads, pastors and locals residing in the LGAs. Furthermore, the terrorist elements are targeting to kidnap the District Head of Michika alongside his son, who stays in his residence.”

According to the intelligence report, the terrorists have already begun preparations by deploying surveillance teams to monitor their intended targets.

“Already, the terrorists have deployed surveillance teams in preparation for the planned attack,” the memo stated.

In response to the intelligence, the DSS advised security agencies to strengthen surveillance and security measures across the affected communities to prevent the planned attacks.

The agency also urged the Nigerian Army to collaborate closely with local security volunteers, including forest guards and hunters, to improve security in the threatened areas.

> “In view therefore, it is advised that troops, in collaboration with forest guards and hunters, beef up security measures around the LGAs with a view to preventing the planned operations by the terrorists,” the report added.

The intelligence alert was forwarded to the Nigerian Army for necessary action amid renewed concerns over Boko Haram activities in parts of Nigeria’s North-East.
