The Federal Road Safety Corps (FRSC) has formalised a National License Agreement with the International Road Assessment Program (iRAP), paving the way for the establishment of the Nigeria Road Assessment Program (NigeriaRAP).

The agreement was signed on November 18, 2025, during the 3-Day International Road Crash Victims Africa Conference held at the Main Hall, Body of Benchers Complex in Jabi, Abuja.

The presentation of the agreement was made to President Bola Ahmed Tinubu, who was represented at the event by the Secretary to the Government of the Federation, Senator George Akume. The partnership is expected to enhance road safety through standardised assessments and star ratings of road networks across the country.

The signing ceremony marks a significant milestone in Nigeria’s efforts to reduce road crashes and fatalities. Under the agreement, FRSC will implement iRAP’s road safety assessment protocols, leveraging iRAP’s expertise and technology to identify road risks and develop targeted safety measures. This partnership will support Nigeria’s goal of reducing road fatalities by 50% by the year 2030 in line with the goal of the 2nd UN Decade of Action and Global Road Safety Performance Targets to drive actions across the world. The targets include Target 3, ‘’By 2030, all new roads achieve technical standards for all road users that take into account road safety, or meet a 3-star rating or better’’, and Target 4: By 2030, ‘’more than 75 percent of travel on existing roads is on roads that meet technical standards for all road users that take into account road safety’’

FRSC Corps Marshal, Shehu Mohammed, mni, FCA, FCTI, CPFA, expressed enthusiasm for the partnership, citing Nigeria’s commitment to improving road safety. “This agreement further demonstrates our dedication to making Nigerian roads safer for all users,” he said. “We are proud to present this achievement to Mr. President and look forward to working together to achieve our shared vision of a safer road transportation network.”

iRAP CEO, Greg Smith, represented by Nathalie Chiavassa, welcomed Nigeria as the latest country and the 4th in Africa to join the iRAP program, praising FRSC’s commitment to road safety. “We are delighted to partner with FRSC and support Nigeria’s efforts to reduce road crashes and fatalities,” she said

President Bola Ahmed Tinubu commended FRSC and iRAP for their efforts, emphasizing the importance of road safety in Nigeria’s development agenda. The agreement is expected to drive significant improvements in road safety, protecting lives and promoting economic growth.
