US apprehend Nigerian Home Care CEO over alleged $7m Veterans fraud

American authorities have arrested the Chief Executive Officer of a United States–based home care firm, Four Corners Health LLC, Cashmir Chinedu Luke, for allegedly defrauding the U.S. Department of Veterans Affairs (VA) of more than $7 million.

Luke, believed to be 66, was apprehended at the San Francisco International Airport on Wednesday while attempting to board a flight to Nigeria.

His arrest followed a criminal complaint detailing a five-year scheme in which he reportedly billed the VA for thousands of hours of home-care services that were never provided.

According to a statement released by the U.S. Department of Justice and obtained by Very Nigerian, investigators alleged that between December 2019 and July 2024, Luke, who operated Four Corners Health LLC across multiple counties including Fresno, Tulare, Merced, Mariposa, Madera, San Francisco and Contra Costa, submitted nearly 10,000 fraudulent claims for services that were either not rendered, duplicated, exaggerated, or billed for veterans who had long passed away.

Court filings state that Luke, who served as the sole owner and billing officer, systematically deceived the VA’s third-party benefits administrator, allowing the fraudulent operation to thrive.

Authorities say he personally benefited from the reimbursements, spending lavishly or funnelling the funds through a network of bank accounts across Asia and Africa shortly after every payment hit his company’s account.

The U.S. Veterans Affairs Office of Inspector General spearheaded the investigation, while Assistant U.S. Attorney Calvin Lee is prosecuting the case.

If convicted, Luke faces up to 10 years in federal prison and a fine of $250,000.

However, prosecutors emphasised that the charges remain allegations and that the defendant is presumed innocent until proven guilty in court.
